I wish I could give you a brief but interesting history of this park, but it's a story of tropical disease and secret wills so complicated that I can barely follow it, much less summarize it.  You can read the whole story on the Houston Parks and Recreation Department website.

The park's live oak trees are definitely worth a trip to see, and perhaps to climb, if you're feeling adventurous.
